- One rate schedule for all filing statuses (2% to $3,000; 3% to $5,000; 5% to $17,000; 5.75% above). Brackets are not indexed and not doubled for MFJ. Virginia has no head-of-household status: HOH filers file as Single (std deduction $8,750), so hoh is omitted.
- Standard deduction for Taxable Year 2026: $8,750 single / $17,500 MFJ / $8,750 MFS (2025 Acts; confirmed 'remains' for TY2026 by Virginia Tax on July 7, 2026). If you itemize federally you must itemize for Virginia.
- Exemptions are deductions: $930 for each filer and each dependent; additional $800 for each filer age 65+ or blind.
- Age deduction for taxpayers 65+ (reduced $1 for $1 of adjusted federal AGI over $50,000 single / $75,000 married) — not relevant to most wage earners.
- Spouse Tax Adjustment (MFJ, Filing Status 2): couples who both have taxable income and combined taxable income over $3,000 may reduce tax by up to $259 (2025 Form 760 instructions, Line 17). Compute separately for two-earner couples.
- Low-income credits (pick one): Credit for Low-Income Individuals up to $300 per personal exemption when family VAGI is below federal poverty guidelines; or non-refundable Virginia EITC = 20% of federal EITC; or refundable Virginia EITC = 20% of federal EITC (extended through TY2029 by the 2026 Appropriation Act).

How Virginia withholding works
Employee form: Form VA-4 (Virginia Employee's Income Tax Withholding Exemption Certificate); VA-4P for pensions
Virginia uses its own VA-4 (federal W-4 may not be substituted). VA-4 has no filing status — the formula subtracts a single $8,750 standard deduction for everyone. Formula: T = (G × P) − [$8,750 + (E1 × $930) + (E2 × $800)], where E1 = personal and dependent exemptions and E2 = age-65 and blind exemptions from the VA-4; W = 2% of T up to $3,000; $60 + 3% over $3,000; $120 + 5% over $5,000; $720 + 5.75% over $17,000; withholding per period = W ÷ P. Pay periods: annual 1, semiannual 2, quarterly 4, monthly 12, semimonthly 24, biweekly 26, weekly 52, daily 300. Supplemental wages paid separately may be withheld at a flat 5.75%.
Other deductions from a Virginia paycheck
