HB 559 (2026) conformed to OBBBA (larger federal standard deduction, tips/overtime/car-loan/senior deductions) for 2025 and later. The $205 Idaho Child Tax Credit sunset after 2025 (Idaho Code §63-3029L), so withholding tables were revised July 23, 2026 (EPB00744/EPB00745) with a $0 child-tax-credit allowance.

Credits, phase-outs and other Idaho rules
  • Idaho Code §63-3024(2): 5.3% of Idaho taxable income over an inflation-indexed threshold (statutory base $2,500 single/MFS, $5,000 joint; head of household and qualifying surviving spouse are treated as joint). Indexed threshold for TY2025 = $4,811 single/MFS, $9,622 MFJ/HOH/QSS (Tax Commission rate schedule; 2025 Form 40 tax computation). The 2026 indexed threshold is not yet published (it appears in the 2026 Form 40 instructions) — the 2025 figures are used here; that is why figuresYear = 2025. The 5.3% rate and the standard deduction ARE 2026 figures.
  • Standard deduction = federal (federal conformity). HB 559 (2026 session, signed Feb 2026) conforms Idaho to most of the federal One Big Beautiful Bill Act, including the larger standard deduction, the enhanced senior deduction, and the deductions for qualified tips, overtime and car-loan interest (Tax Commission press release Feb 17, 2026). 2026 federal amounts: $16,100 single/MFS, $32,200 MFJ, $24,150 HOH (IRS, Rev. Proc. 2025-32). Idaho's July 2026 withholding tables use $16,100/$32,200 as the zero-withholding amounts, confirming 2026 conformity.
  • No personal or dependent exemptions (eliminated with 2018 federal conformity).
  • Idaho Child Tax Credit ($205 per qualifying child) applied only to taxable years beginning before Jan 1, 2026 (Idaho Code §63-3029L) — it has SUNSET for 2026; the withholding allowance value is now $0.
